Organizational arrangement Human resources and organisational structures : Viet Nam

A review has been undertaken to identify the numbers of staff (state personnel) with environmental and water resources responsibilities in key ministries, departments and local authorities in Viet Nam paid by the government budget. Although it was easy to define the number of personnel working in the central governmental institutions, it requires a comprehensive undertaking to obtain the corresponding number for the 61 provinces and cities accurately. Therefore, the staff numbers at the local level have been estimated. The review did not consider the level of equipment provided in agencies, staff qualification, training and competence. Tables 20 and 21 show a first cut at providing indicative institutional capacity indicators, using estimated data.
