In the Lao PDR government, 174 officers are engaged in environmental administration at Science Technology and Environment Agency in 2005, 58 officers in the Department of Environmentand at EnvironmentalResearch Institute.

In the local government, 170 officers are engaged in environmental administration at theprovincial office of Science Technology and Environment in 2005.

The regulation developed by the Water Resources Coordination Committee (WRCC) such as the Water and Water Resources Law requires measurement of the water quantity. In addition, the relevant laws, regulations and guidelines are developed at the national level for ministries and local authorities.
