There is difficult to get number of staffs that involved in water management in the whole country as well as in the Ministry of Environment. Since there was restructurisastion and implementation of new appraoch in pollution control through multi media approach, there is some difficulties arise in definining who is really involve in water pollution control in the Ministry.

In the recent, the number of Ministry of the Environment staff is 919 in which 70 percent of these staff have universities eductional background. It is accounted approximately 150 person work closely with the water quality and pollution control issues such as domestic waste waster, small scale waste waster, mining and oil waste water, manufacture waste water, agriculture and foresty industry waste water, and water conservation.

In order to increase effectiveness of staff that involve in water quality management it is better, if there is clear division of labor between division within the ministry as well as among other institution.
