Organizational arrangement Human resources and organisational structures : China

Until to 2003, there are 333 prefectural environment protection units in the 31 provinces (municipalities directly under the Central Government, autonomous regions), of which 282 are prefectural cities. There are 2861 county units, of which 374 are county cities. Except for Tibet autonomous regions, the environment protection organizations are belong directly to the people’s government of each province (municipality directly under the Central Government, autonomous region).

Until to 2003, there are 11654 organizations belonging to the environment protection system, of which 366 are of the national and provincial level, 1944 are of the prefectural level, 7647 are of the county level and 1696 are of the village/town level. Among the 11654 organizations of environment protection systems, there are 3250 administrative organizations, 2305 monitoring organizations, 2795 supervision organizations and 263 environmental science and technology research organizations of different level.

Until to 2003, there are 157 thousands people serving in the environment protection system, of which 46 thousand people in environment monitoring area and account for 29.3 percent (0.9 percent lower than that of last year), 44 thousand people in environment supervision system and account for 28.3 percent (1.1 percent higher than that of last year).
